It strikes me that exotic weapons such as Aule has mentioned, should only be available in limited places. For that matter, I'd like to re-raise the issue of racially-favoured weapons being available in appropriate areas.
So, for instance, purchasing a Longsword from Tagget's should be a normal occurance, but if someone wants a +5 Longsword of Orc Slaying, I suggest such an item should only be available from the Elven lands. On the other hand, Exotic weapons (such as a Kukri) should only be available from the tribes or people who use them (the natives of the Druadin Forest perhaps?) and exceptional versions even more so.
I'm not saying you should never be able to buy an axe (or other 'common' weapon) anywhere but the Dwarven kingdoms, or a longbow anywhere but Lothlorien (or perhaps Mirkwood) but certainly all the exceptional versions of such weapons should only be available from the crafts-people who specialise in such weapons.
Human Smiths should be able to add up to a +2 bonus to any weapon, armour or item, reflecting the human ability to dabble in all skills, but anything higher requires a Smith of the appropriate race... and they should only be accessable when a PC has done the 'Racial-friend' quests we were talking about.
